In connection with the subject
recently referred to Your Lordship of a third Judge being
required for the Supreme Court of this Colony, I have the
honour to inform Your Lordship that though in my opinion
this requirement is not pressing at the present time such
provision will probably be necessary in the course of the
next ten years.

In these circumstances it seems
advisable that provision should be made for a third Court
in the building which is now in course of construction
and of which the ground floor is approaching completion.
It has been suggested to me that

this could most suitably be now done by dividing the
Library as at present designed into 2 apartments by inter-
-posing a floor, and utilizing the lower room thus formed,
which could be given a height of 19 feet in the clear,
